Fluorine Windows installer

- installs fluorine source code, project and debug dll (NET1.1 version)
- registers the fluorine dll in the .NET assembly folders (it can be referenced from the visual studio "add reference dialog")
- help file (chm)
- fluorine wizard(project templates) for visual studio (a new application type in visual studio "new project")

The wizard is available for Visual Studio 2003 and 2005, Visual Web Developer 2005 Express Edition (VB.NET and C#)
